Hardware doesn't get tired and slow down with age, but Windows does get
bigger with updates and new apps.

Exactly. A computer from the 90s might not be good enough for your needs
anymore but one from say 2010 will probably do most of what you want it
to do. The general workload of most users can even be accomplished using
computers from 2005 or earlier. Not everyone is a gamer.

Of course, laptops of that age are likely to be useless mostly because
the battery is long dead and can't be replaced because nobody makes the
part anymore.

It could be hard to find OS for them, though. And then match web
standards.
