CMBR redshift quantity crossing the universe
loses energy in a way that does not balance.
Without that energy balanced itis not conserved
in the universe.

CMBR arrives at the point of gravity that builds universal.
But its EM energy quantity is red shifting ongoing.

Not true. Their speed can only be reduced touching a black_hole (for a
remote observer). Red shifting is about decaying frequencies, not speeds.
Which country are you?

What is your evidence that first EM energy or CMBR has
not energy shifted? how has it been conserved?

it is conserved, you just see the work slower and the heat colder longer
time.
