For GPS time, for TAI time, UTC time, Warsaw time, Moscow time -
for all of them there are some clocks indicating them. That's
qualifying them as "time"-s.
For the local time, however, there are no clocks. There are only
some fanatic morons screaming that the clocks are FORCED to
indicate it, because this is THE BEST WAY.
Is it enough to fulfill the definition and call it "time"? In
my opinion - no.

Gravity and rotation retard a clock.
Its moving parts get slower.
Time is aligned to this retardation
of clock parts.
