In accordance with the formula (frequency)=(speed of light)/(wavelength), either

(A) frequency and speed of light pulses vary proportionally for the moving observer (distance between pulses is constant),

(B) frequency and distance between pulses vary inversely proportionally (speed of light is constant).

(A) is obviously true, (B) is obvious nonsense. Einstein wrestled with his conscience "over a lengthy period of time, to the point of despair" before introducing the nonsense:

How can it happen that the speed of light relative to an observer cannot be increased or decreased if that observer moves towards or away from a light beam? Einstein's 1905 constant-speed-of-light postulate is just as obviously nonsensical as Big Brother's 2+2=5. Normally, an obvious nonsense is automatically rejected, but if the brainwashing ideology is powerful enough, the victim concludes in the end that "they might be right":
