SpaceX doesn't disclose the cost of its Starlink satellites, but some analysts have put the cost of each module between $250,000 and $500,000, meaning a fleet of 40 would cost $20 million at most!

Also, insurance pay for it back!

Nope!
Risky things like launching satellites are always insured!

SpaceX could self-insure. $20 million is petty cash to them. It's a
mark of their success in lowering the cost of space access that they
can lose 40 satellites and that's all it costs. What NASA pays for a
toilet.
