cyclist moved left, fatally.

I'm not so sure that that is nearly as much of a problem as the refusal of some drivers, seeing your lane blocked not letting you over to circumnavigate the problem.

I liked the comment that "there could be controversy over low income
residents becoming burdened with the fines"

Goodness! And, I've always thought that the way not to be burdened
with fine was not to break the law :-) Or, as the old saying has
it,"Don't do the crime if you can't do the time".
