It can be difficult to see organisations like NASA still attempt to retain the RA/Dec notion that is contrary to the averaging process which facilitates the Lat/Long and GPS systems-

It is not a case of walking back an error, the development of timekeeping using annual and daily cyclical references only permit values for a single Equatorial rotation velocity coincident with 4 minutes of clock time for each degree of rotation leading to the 1037.5 mph velocity consistent with one rotation in 24 hours. That value is averaged which means it is related to nothing other than a human averaging process derived from the inequalities in the natural noon cycle.
