Neville Shute , writing "In The Wet" , postulated an Australia that
rewarded her citizens with more votes , depending on what they had done.
Everybody got one vote at 21.
If you graduated college , you were given a second vote. Perhaps a 3rd
vote for a Doctorate? ( It's been years since I read it ; bear with me
here.)
Not just academics : if a person started / ran a business, they got a
second vote. If the business employed more than 100 people, they were
given yet another vote.
An accomplished Tradesman was given another vote. [ Our Hero is an
airplane pilot with engineering degree, so he had 3 votes]
One could show up to the voting booth and cast 5 votes if they'd
accomplished the requisite tasks.
Then there was the Sixth Vote, given by the Monarch. [ Our Hero saves
the Queen by finding a bomb on the plane, and getting rid of it,
mid-flight. He was granted the Sixth Vote.]
I gotta read that again.
So --- number of votes granted an individual depending on how they
enrich society.

How about 1 vote per hundred pounds? I'd get 2 votes now, but with a few more pounds 3.
