You should ask, through a medium, to Pauli, who imagined it in a night of heavy drinking. His only guess to solve
a mathematical problem with energy and Beta decay.

And the question of mass remain unanswered, because of problems with relativity and Gamma factor finite or infinite,
depending on speed and mass questions.

They are believed to be spat from elementary particles decay, being born having c speed (or not).

And this is the result of 93 years of particle physics.
