A "telescope" is an optical system that consists of two elements: an
objective and an ocular. A telescope is an afocal system (it does not
bring light to a focus, it merely translates the angle of an incoming
ray to a different angle). A "telescope" used for imaging is
technically not a telescope at all in the optical sense. Neither the
HST or the JWST is actually a telescope, except in a colloquial sense.

A binocular is a pair of absolutely classical telescopes, each with an
objective and an ocular, producing an afocal (collimated) output beam
that requires the optics of your eye to bring to focus on your retina.

If the general population mistakenly thinks that astronomers don't need ground-based telescopes anymore, then good luck trying to get light pollution ordinances passed.
