It should be made clear that bicyclists benefiting from all of the rules of the road should also be aware that they have all of the responsibilities as well. That that man was allowed to leave without giving the police all of his personal contact information was probably more the fault of the police in this case than the bicyclist.

I am not an attorney but as I understand it leaving a crash
scene with injury or death is itself a felony in most States.

That is no doubt the case there so HOW was that man not sitting in the back of a police car to prevent just that?

They're considered vehicle/pedestrian accidents here in Southern Ontario Canada and as such are supposed to be reported to the police and the bicyclist is supposed to remain at the scene until police arrive and complete an investigation.

Yes, same here.
In any traffic incident, fault can be a complex
determination (although sometimes it's very clear) but
leaving the scene of death/injury is a serious crime in itself.
