1) It will never be found out. Humans are bounded to Earth for the eternity. Outer space is hostile to any terrestrial lifeform, except Dono.

2) There is no vacuum in outer space. H2 molecules are everywhere, filling the inter-galactic space. So. light speed is different
on any direction due to absorption-emission of photons plus other classic optics phenomena.

We will never find out this, because measurements of velocity of light from here is fucking impossible.

No. Contact is real.

Atoms are not everywhere. They are collected with their gravity field.

It has the same speed here as everywhere...
QM principle says measurements are uncertain. We can measure
collective light speed but not to accuracy.
