Apply (EE jargon) a 30 poles LOW PASS FILTER to the news, with a BANDWIDTH of 1 week.

Then, try to analyze what the OUTPUT means in terms of the MULTIPLE INPUTS fed to the LP filter.

Not a rocket science. Just statistical averaging of data.
