But, as I have mentioned Japan who's government predate the U.S. by at
least a hundred years (more actually - 1776 - 1602) and only a simple
notification to the appropriate government office is required.
Thailand - dating back to about 1768 the same. Indonesia about the
same - notify the appropriate office and they issue a "book", actually
a folder but in addition they are a bit picky about religion of the
two parties.

So far, no "licenses".

However, these are, and were, not "Christian Countries". I suggest
that the commonly accepted reading of the Banns and licenses, etc. was
originally a primarily a Church dictated function - Reading of Banns
was decreed, for example, in 1215 by the Catholic Church.
