This episode doesn't make much sense.

First we're told that Governor Kodos of Tarsus IV seized dictatorial
power during a famine and as the Thanos of his time, decreed that half
the population would be put death so that the other half could survive
on the remaining food. There were 8000 colonists, which resulted in a
massacre of 4000 people.

Then we're told that there are only nine people alive who survived the
massacre and could identify Kodos, to include Kirk and a young
Enterprise officer named Reilly.

This makes no sense. The historical tapes clearly say Kodos only killed
half the colonists. That means there should be 4000 people who could
identify him. It's not like Kodos was just some random schlub. He was
the governor of their colony. Why wouldn't they all be able to identify
him?

And the inclusion on Reilly on the list of nine is also bizarre. You can
tell just by looking at him that he's barely in his 20s and the Kodos
massacre happened 20 years before, which means at best he'd have been a
toddler when it happened and wouldn't be able to identify anyone from
back then.

According to Spock, there were only nine survivors who had ever seen Kodos
with their own eyes. Apparently, for some reason that makes the difference.
Maybe nobody trusts videotape in the future?

It's been awhile, but I thought that most of the 4K he didn't kill died
anyway or died later, either by natural causes or by him whenever his troupe
was in town.

I haven't seen this in a long time. This was the King Lear episode?

I'm ashamed to say I cannot recall who the hot babe was on this episode
for Kirk to fall in love with.

Barbara Anderson (which I knew already because, well, Barbara
Anderson). Maybe NBC saw Babs in this and liked her, because she wound
up as a regular in the Raymond Burr series Ironside the following
season.

It's ridiculous to suggest that 3,991 people all managed to die off in
just 20 years. And it's even more ridiculous to suggest that the blonde
girl who was killing off the nine people left had somehow managed all on
her own to kill off thousands of people before them one by one and never
get caught.

And why do they need people to identify Kodos anyway? He was the leader
of the colony. Politicians have their pictures taken all the time. There
would be plenty of photos that could be used to identify him. Hell, Kirk
pulled one up on the Enterprise's computer when he first started to
suspect.

Four thousand colonists and no one's looking at their own governor
directly except nine people, two of whom are children?

What kind of drugs were the writers of this episode on?

Also, I forgot another thing that didn't make sense: when Kirk has the
computer run the list of nine and hears Reilly's name, he makes a point
of transferring Reilly from his post down to the dark bowels of the
ship. I assumed Kirk was setting Reilly up as bait, to put him somewhere
he'd be vulnerable to lure the killer out and catch him. But no. Kirk
just transferred him down there and then forgot about him, where he was
nearly murdered. Why the hell did Kirk do that?

If memory serves, he wasn't the governor, but an usurper who seized power,
so he might not have been a well-known person at the time. I can see him
not making any public appearances and just broadcasting edicts from a radio
studio under a nom de guerre, then blended in with the crowd when the
Federation arrived.

but if he was hiding as a fugitive under a new identity, why was he in such a
high-profile position? Did he want to be found at some level?

was very, very suspicious.

Well, we’re left to assume that that’s where he got his face messed up. But

Sure. I’ve only ever seen one governor of Arizona in person. Even though
mom and/or dad knew a lot of them.

would be even more likely.

What would a colony world do with transporters? Effective range of them in
the time of TOS is low to medium Earth orbit. They can’t reach anything
except visiting ships that presumably have their own transporters. They
aren’t any good for moving stuff around on the planet surface either; we
know they can’t go through 100 miles of solid rock.

Relay satellites would take care of that problem.

I think there must be a limiting factor with transporters because, in
the first film, we see Kirk arrive in San Francisco via shuttle instead
of simply beaming there. My guess is that transporter frequencies
surrounding Earth are jam-packed with traffic.

Beam to other parts of the planet. I'd love to be able to take the girlfriend
to Paris for a romantic dinner on the Champs-Élysées, then just beam back to
our house afterward. Or spend a luxurious day on the beaches of Bora Bora and
be back home in time for Sunday Night Football.

Or even just beam to work. Many a day sitting in L.A. traffic, I fantasized
about how nice it would be if we had transporters and I could just step on a
pad in my laundry room and materialize in my office 30 miles away.
