Up to a point, it is the military's function to identify potential
military threats and warn the gummint of them.

Who else, after all, is better equipped to evaluate just how seriously
they should be taken?

Just as it is a normal function for the military to make plans for all
sorts of contingencies. One of the them, developed in the 20s and 30s,
turned out to be a good match to WWII in the Pacific. Well, except for
making Battleships the main fighting force, while Aircraft Carriers
turned out to be in the actual war. But the general strategic
direction was spot-on.

Which has nothing to do with some web site's reporting. Even if
they accurately report what they were told, there's no reason to
believe their information is accurate, or that they have the native
wit to tell. Disinformation is a science.
