It's not a question of disliking some politician or other: it's about getting
your political structures right. In the US of A, while I lived there, I got a
speeding ticket and went to traffic school to reduce the fine. This one was
run, that day, by an off-duty San Francisco cop. As we were about to pack up
for the day, he said "Any questions?" and a little old lady asked: "Is it true
that there are quotas?" He thought for a bit, and then said: "Yes, but no one
would ever admit it publicly."

What this was about, I eventually discovered to be as follows: the city is
running out of money, so the Mayor phones up his mate the Chief of Police
(elected on the same political ticket), and drops him the hint. The Chief then
calls down to the head of the Traffic Division, and passes it on to him.
Traffic cops then going out for their shift are told "Don't come back without
getting 4 sitters and 5 movers (sitters - parking violations, movers -
speeding motorists). These will turn our to those whose infractions are minor
(doing 25.001mph in a 25 limit etc), who would otherwise have either been
ignored or just given a wigging. All these fines accrue to the local authority
- the city.

To me, this is no more than a shakedown - legalised banditry, and is part of
what contributes to the way their cops are viewed. The takeaways from thsi
are:

1) Keep your police and local politicians well separated

2) Never let the local politicians get their hands on revenue from fines (it's
already bad enough that they have control over parking matters).
