Is it just me or am I imagining that speakers are often repeating slight
snatches of their talk, parts of a sentence, as if it had been poorly
edited?

Whereas I can’t know what you have been listening to, I suspect that it is
possibly radio interviews ‘down the line’ from internet links and fobile
moans; if this is the case then I suspect you are hearing the same
artefacts that I frequently hear and find very irritating. The problem is
not usually due to editing but from the error correction systems being used
on these highly compressed data links. Often a ‘drop out’ which may be only
milliseconds in duration but sometimes in excess of a second suffers data
correction that results in missing or even repeated sound segments or
samples. The effect can be irritating or even annoying but always
disruptive to the listener.

I get that on some audiobooks - sometimes complete with repeats of any
mispronunciation which is doubly annoying! Editing on audiobooks seems to
be minimal, which either shows they don't care or they are (mostly) very
good at it.

Sometimes, of course, it happens because my device is online and a
notification 'ding' interrupts and prompts the repetition.
