It's a kind of competence with many possible causes.
I'm speaking as a former junior prison shrink here (HMP Pentridge 80s).
There is brain damage or birth defects, incl genetic factors.
And there is apparently just plumb mental laziness.
One case I saw (actually, now the memories are flooding back and I'll
need a stiff ginger ale in a minute) was a close parallel with a book
and/or film some people might remember "Flowers For Algernon".
Part of some assessment was giving the fellow some basic tests
among which included showing photographs and getting them to
explain what the people were doing and feeling in the photos.
The only case in 10y of practice the guy just could not come up with anything.
He also couldnt come up with the number of corners on a capital F.
It depended on the F, he explained. Maybe R.S.'s secret younger brother.

and Indonesian and PNG authorities.

**Do you realise that there are other battery technologies?

Like:

Al-Ion
H2 fuel cell
Etc

Li-Ion batteries are a stop-gap notion only. Al-Ion batteries will
completely dominate that particular segment. H2 fuel cell batteries will
likely dominate a significant segment of automotive use.

They already have a voice, same as every other citizen, neither more nor
less: one man, one vote.

The 'voice' is empty virtue signalling. If the Government thinks there
should be some other consultative or advisory body, they could create
one by legislation. And this would avoid the problem of the High Court
potentially getting involved in unexpected ways which could not then be
rectified by parliament.

The Constitution should not be toyed with. Only truly necessary and well
grounded referenda should be considered.

WORLD NEAR OR ABOVE RECORD TEMPERATURES FOR 2022

While there are still December's numbers to come, dozens of datasets
for global temps -- essentially every national met bureau and science
agency on the planet runs their own tally of global temps to
cross-check each other -- show many regions were either near record
warm (i.e. top 10 of the past 170+ years of modern data) or were well
over 1C above 19th century norms. One month is not going to change that,
esp given the end of Dec is when the earth is getting closest to the sun.

I've included the Hillbilly's Friend -- atm temps gathered by the U of
Bammy Huntsville -- that have increasingly embarrassed some of the
sentient rock-heads there-abouts by showing pretty much what everyone
else gets even though they apparently tried to rig it by measuring the
atm temps rather than the surface temps and aimed their instruments
above 2 km where most greenhouse warming is happening ("the mirror in
the sky").

Items are mostly ordered by the value of the temp above pre ind times.
Since the UAH data comes from sats and started in the 1970s I've taken
some care to adjust their temps back to an equivalent they would have
seen in the 19th cent, so everything is more or less comparable.

To show how accurate my "adjustment" was, the UAH stuff comes in the
middle of the pack. Yea. You don't score above 2 million other
scientists registered at kaggle.com for not getting things right some
of the time: <kaggle.com/kymhorsell1>.

The N Temp zone according to the NOAA scores a NEW RECORD for the
Jan-Nov 2022 at 1.8C above pre ind. They also find the S Hem
registered .82C and is the 2nd-warmest in more than 150y. They find
the Arctic is way above what it was in the 19th cent and Arctic land
is almost 3C warmer than before we started the fossil pipelines
up. The Antarctic is up just over 1C.

NASA's numbers are a little less where comparable but have similar
patterns, with global temps even in a triple La Nina up 1.3C on
pre-ind, the NH up 1.6C, and the SH up almost 1C. NASA unfortunately
don't tend to look at areas as "small" as the Antarctic, let alone some
nitwit's flat.

The JMA and Hadley pretty much agree with the NASA numbers.

The UAH finds the atm above Arctic land was 1.3C higher in 2022 than
it would have been in the 19th cent. Above the N Temp zone and the
Antarctic were 1.2C higher. And above the S Temp zone almost 1C higher.

I had a bit of a look around the UN site but could not find any mention
of Country Debts to UN.

Lawyers/Barristers/etc. People who know about the law.
