That's what he doing for the valve retainers, the rest of the cost is
new valves and springs that he had to get from the US plus getting the
valve guides replaced, the valve seats redone then the whole thing
reassembled.

Well yes, ending up with a rebuilt engine that detonates after a lap or
two gets quite expensive. Still, on the bright side at least you or
someone else ends up with some spare parts.
