Yep, S4CHD is on Freesat.
As is BBC Two Wales HD which usually shows The Welsh Open snooker
tournament. There is a whole lot of reasonably interesting stuff
available FTA on satellite. 24 news channels , 12 in HD for a start.

Was it live, or pre-recorded? Remarkable lack of breakup from
bike->heli pictures if live.

Adverts don't seem to bother with welsh.

It was live and within a few seconds of real time.

Most of that delay was from satellite up- and down-links. Any
break-up could be there or on the other links between
camera bikes and helicopters, usually to relay helicopters and
light aircraft, then on to OB trucks.

Most of the bad weather I saw yesterday was mist and low cloud
layers rather than the torrential rain that can wreck microwave
links. (This topic started on an earlier day when rain affected a
lowland section.)

I'm almost always impressed by the coverage of big races. It's
great when technology enables skills in piloting, camera work,
and vision/sound selection to shine through. Some aspects are
variable but let's stay positive...

Keep watching! To be fair, many of the Welsh or bilingual adverts
are official in some way - topics include Covid-19, census,
elections, and agriculture.

Compared to TdF/TdY or even London Marathon, I didn't see any breakup,
even when passing under tree covered areas, so quite impressive.
