The situation is pretty much as Dechuka described it. There has to be
some threshold below which the law considers a person not competent to
consent, and it historically set it at 16.

Though these days, the law is not expressed in terms of consent, but
just prohibits a person have a sex with a person under 16 years old.

A few jurisdictions do/did that.

Plenty now make a distinction based on the age of the other party
who is over the age of consent too, usually on age difference.
