I define challenging as following Scraggy and his sat nav decides that a rutted gravel/grass track is suitable terrain for a VFR.

Challenging, in that way, is not necessarily the same as enjoyable.
There's an unnumbered mountain road I tried a while back that probably
fits your definition, and it's a complete pain. Surfaces change with
no warning (no tarmac over 10km or so), get washed out and badly
rutted, very slippery when wet, terminating in a very steep downhill
gradient with poor crumbling concrete and gravel (with hairpins, of
course). You couldn't pay me to cross it again, at least without a
suitable lightweight trail bike.

The views from the top are stunning though. I've just revisted via
Street View (yes, they did get a car up there, back in 2013) and might
rescind that last pronouncement.
