It's annoying to me too, but I don't completely agree with your
definitions.

"App" is short for "application" and both "application" and "program"
are short for "application program." So they all essentially mean the
same thing, regardless of where they are located..

There are basically two kinds of programs--application programs and
utility programs--so at least in some situations, it's clearer to say
"application" than "program."

And as far as I'm concerned, a smart phone is essentially a computer,
albeit a pocket-sized one. Almost everything I do on my big desktop
computer, I could also do on my smart phone.

Personally, I never call anything an "app"--not even if it's on a
cell-phone--although I agree that that's where "app" is most often
used. But that's mostly because I usually prefer full names of things,
not abbreviations.

Grandma owned a fabric shop, and made custom draperies for years. She
would get upset if you called them "drapes".

I do know that "app" is short for "application", but it sounds that we
agree that it sounds too simplified and unprofessional.
