spaces and no wheelchair user on board.

I do understand that there are people with handicaps and I think it is

Sure there are some who can do upper body stuff and have trouble
walking. I am not big on denial as an argument, so I have to wonder
where there is one person in a mobility scooter and two that have
obvious trouble walking but all 12 handicapped spaces are taken.

They can be asked for ID to show they are the party for whom the permit
is issued. I would have no problem with them revoking the permits. Save
the handicapped spaces for the handicapped.

I find it ironic that 12 out of 12 handicapped spaces in front of the
gym are almost always in use but in nearby plazas only half the
handicapped spaces are used.
