Fail in terms of program error, or you don't know how to install it?

HLA is not a good choice if you want to learn 'how to program'.
there are many other options for learning assembler:
ie: FASM, NASM, BASM, or even ye olde MASM.

But if you really want to go the HLA-way then search for their Forum.

If the executables are 16 bit, you cannot launch them on any currently
available OS. They all stopped 16 bit support with the change to OS'es
based on AMD's x86-64 architecture.

I can run 16 bit code within my windoze7 on "DOSBox 0.74" it even supports/emulates Sound-Blaster.

DOSBox is for games, if you want to do something more serious, try vDosPlus (which is sadly no longer supported) or vDos, which is no longer free and doesn't support LFNs

YES, this two and almost all AD&D up to Buck Rogers are my favorites.
I miss a few of these (my preferred are original English version)

Try GOG: https://www.gog.com/games?sort=popularity&page=1&category=role-playing

They even provide DOSBox launchers with the game's special settings.

Well, DOSBox is all I need. I write 64 bit libraries and programs,
no need for 16 bit DOS extenders. It surely is a point if you need
to run 16 bit programs when no 32 or 64 bit versions exists. I had
this problem with one of Benjamin's programs required to create an
USB-Image for his USB stuff, but I ended up to write my own 64 bit
program, which - by the way - still is under development... ;)

Try GOG: https://www.gog.com/games?sort=popularity&page=1&category=role-playing

They even provide DOSBox launchers with the game's special settings.

Of course! I had the original Wizardry 6 and 7, but managed to
kill the floppies with my last dying floppy drive. Thus, I was
really happy to get the entire Wizardry 6/7/8 trilogy for less
than 10 Euro. No problems with dying media - just download and
play. The original games were about 100 DM (~50 Euro), each.

In RPGs, content wins over graphics. Hence, there are no "old"
games... ;)
