Anyone know of an app that will take a person's
voice and translate it to a lower pitch for
us guys losing our high frequency hearing?

I can't hear high pitched, usually females, voices
on the phone. My hearing takes a dive at 2,100 Hz.

I want an app that will take a high pitched voice and
lower it into my hearing range.

The voice changer apps I found were for making prank calls. There are
noise cancelling apps. You use the app on your end to change your voice
or filter your outbound audio that the other party hears. You could ask
the other party to use the app to change their voice that you hear when
they call you. Unclear is if you're trying to alter the audio when you
speak or for what you hear.

You need a hearing aid not an app. Bonus is it'll work everywhere ;)

What you hear is a complex sound. Pitch does not have anything with it.
Spectral composition of female and male speech is almost the same.
Spectrum is a bit shifted towards higher frequencies but not that much.
What you can do is try and see for yourself...
Download praat from praat.org
Get a female speaker and record a sentence (new, record mono sound).
Than: manipulate, to manipulation...
Select that manipulation object, than: view & edit
Than you select whole sound and dots...
Than in the menu: pitch, multiply pitch frequencies...
than enter 0.5 to lower the pitch.
This will only lower the pitch for the sound and not do anything to the
spectrum.
You can hear the sound clicking on the "Total duration..." button on the
bottom of the window.

This will show you the result of changing the pitch.

If you want to play with spectral compression... you can also try that.

Select the sound you've recorded earlier.
Than do: copy...
Than modify that new sound (just to have the old one to compare with)
and do: Modify, override sampling frequency...
enter 32000.
This will slow down the playback. You can play back by clicking on "play"
or "view & edit" and click on "Total duration"...

This will show you the effect of spectral compresison.

In case you hear better with spectral compression than you need a special
hearing aid that does this for all the sounds. And you will have to use it
constantly to train your neural network.

No experience with it, but I would definitely research that. They probably
have what the poster is talking about, using dedicated hardware. High-
frequency hearing loss is not uncommon.

My mom got expensive Sonus in-ear hearing aids in ~2004 for exactly that
reason. She had them adjusted many times, but in order to hear female
voices clearly there was a lot of hiss and unwanted sounds (crackling
paper, etc.) that were likewise amplified. She never wore them.

I'm in the same boat now. Maybe I'll try them, but I have no
expectation of success. Perhaps new ones will be better. They'd have
to be better than just cupping my hands around my ears, which works fine
for voices but also allows me to hear the noisy little fan in the
Raspberry Pi roughly a foot behind my monitor :-(

I wonder why nobody makes cheap plastic things like costume Spock ears.
Or Ferengi ears... Nope, nothing on ebay.

Someone did demo such an app years ago, but apparently it never actually
became available <https://www.youtube.com/watch?v=lDtXDQ683rw>.

There's a research paper on this, and apparently they created an Android
app, but there were issues with latency, see

Then I'd search on the noise cancelling apps. I don't use one, so I
cannot recommend one. There are lots of online articles when searching
on "android noise cancelling dialer app". As I recall when seeing some,
they are a dialer app, so the mic input goes through that app to do its
noise cancelling.

Krisp was recommended as a noise cancelling app, but it's discontinued
(https://help.krisp.ai/hc/en-us/articles/360017400479-Discontinuing-Krisp-Phone).
From what little I looked at for that app, it wasn't a dialer app, but
modified the audio stream for mic and speaker. They still have a web
page at https://krisp.ai/, so maybe that is for something different.
They say you can try it for free (which hints it costs money, and
perhaps is a subscription), but require you to create an accout instead
of pointing to an app at Google's Play Store. That's as far as I got
with that choice.

In my smartphone, I go to the dialer, tap the 3-button menu, pick Call
Settings -> Advanced/More, and find there is already a noise suppression
setting. I enabled it long ago. Since I'm not calling myself, I've not
tested how much an effect it has, so I'm not sure if it is effected on
my end as caller or on the callee's end.

Some apps have their own noise cancellation feature, like Google Meet
(https://support.google.com/meet/answer/9919960?hl=en&co=GENIE.Platform%3DAndroid).

Any app that simply truncates the upper range is going to effect the
same as your callees whose upper range is failing. You could try the
prank caller/dialer apps to see if they can condense the range (lower).
So, something like an equalizer will let you lop off the high end, but
that's already a problem in the callee's hearing. An equalizer won't
move audio content to a different range.

Of course, if the problem is at the callee's end, and instead of shoving
more software into the comm chain, you could just lower the pitch of
your voice when you talk.

I only have trouble over the phone. I am fine in person.
Also, I am too poor to afford a hearing aid. They
are way, way to expensive.

I hear the same things from others. But it does not
matter anyway. I can not afford a hearing aid.

Fortunately, my problem is only over the phone. In
person, I can understand girls.

And, I am S-L-O-W-L-Y getting some of my high
frequency hearing back. I am working with a
Traditional Chinese Medicine (CTM) doctor over my
hearing. I use to top off at 1,950 Hz. Now I top
off at 2,150 Hz. And if I crank up the volume, I
can hear slightly at 2,400 Hz. I was completely
dead at 2,000 Hz before" crank of no crank.
But it has taken six months to get there.

Singers use tools like that all the time, but those I have seen (and not
in person) are not realtime, and run on computers, for postproduction of
the recording. Search "perfect pitch" perhaps.

Ah! Land line. That's important.

A traditional land line is frequency limited (hard!), 300 to 3400 Hz, at
the exchange. It is possible that crap terminals even limit more, so
high frequencies are lowered in level and thus you miss a lot of the
information. Improving this at your end is impossible, the information
is lost for ever and can not be reconstructed.

The limitation /currently/ comes from digitizing at 8 Khz. On previous
analog systems, filters were used.

If it is VoIP the limitations vary with the actual combination of codecs
used at both ends. You should have fewer problems if both you and the
other person change to actual VoIP.

If a cellular is involved, quality can be better, or even worse, depends
on the carriers: they can use compression aggressively, and thus more
information is lost. Means a crap carrier, of course, but they exist.

Ebay has them for $12. Amazon apparently used to carry them, but there
was only a scathing review. Amazon lists some things called Dixie
Earcups, ($5) which might be made from an actual Dixie cup (can you get
black ones?) and a piece of what I assume is stretchy string. Nope!
