At 3pm on Sunday 23 April, my government is going to test its new nationwide
panic alarm to keep the people in a state of alert to its latest scare
campaign. How can I stop this nonsense in advance. I don't want to receive
these alerts.

Hmmm. Well you could switch off your device(s). Belive it or not, it is
possible to go right on living while being disconnected for short periods.
Or you might drive up into the Northern Scottish hinterlands to put
yourself beyond the reach of their messages. I've managed to disconnect
that way in the past.

Thanks. I've found a way to stop wireless emergency alerts on my phone by
going through the notification setting, but those setting don't exist on my
android tab, even though it has a SIM.

You know what Cell Broadcast means/is? It is sent to all phones that are
logged into a mobile network in a defined perimeter on the
service/control channel.

There are many other reasons for a second 'silent phone' apart from those in
need of a help line from domestic abuse. You, being the abusive type from
the off without any provocation are just the type vulnerable people need to
be protected from and need to be able to switch off these intrusive alerts
to feel safe.

system' the British government is putting into practice, and victims of
domestic abuse are desperate to find ways of keeping their secondary phone

Such a need is inexistent in case your life is threatened. Even
anonymous Trolls like you have a right to get lifesaving information.

If you plugged a jack into the headphone socket, that might stop the
alert. It would stop any other sounds too though, although I haven't
tested it.

You are right, you have convinced me. There are genuine reasons for
needing to keep a phone silent no matter what.

Those people will usually have another "visible" phone that will receive
the alert and not put them in danger. Or somebody else near them will.

Honestly, I can't understand the objection to the Op's remarks. The
only "genuine reason" necessary is whether or not the owner of the phone
wants to get it.
At the very least, the phone owner should be able to decide in what
manner the alert plays on his\her phone. The audio and visible display
should be up to the individual.

I'm genuinely relieved that someone, you, in this instance, has put
themselves in the situation of a domestic abuse victim who now can't rely on
what has been their only line to the outside world when virtually locked in
with a over-controlling, violent abuser. They're dreading the day when this
partner or parent confront's them holding their secret phone demanding to
know who else they've been using it to stay in touch with. Domestic abuse
refuges and child-lines are simply unable to convince these distraught
victims in real danger now that their devices can be kept quiet during these
flood alerts and whatnot.

Yes, precisely. Victims, from mothers of children married to ever-suspicious
monsters to children to children coming forward about their concerns about
being taken out of the country to marry their cousins abroad, and many other
vulnerable people are routinely offered these phones to make them safe, and
above all, to make them feel safe and stay in contact with their helpers.
This new legislation coming out is driving the most vulnerable people away
because no one seems to be able to guarantee them that their device won't
endanger them. It's very difficult to get the trust of these young girls and
women suffering domestic abuse. This life line is now gone, and there was no
discussion with the groups I'm involved in.

That's true, if they're given the freedom by their family or their abuser to
have a phone. In most cases they aren't, and in a very few cases they have
to be shown how to use one because they've never had access to one. Thanks
for listening. I've been accused of being a troll, simply because I hide my
identity, but I have very good reason to withhold it when coming to
newsgroups with sensitive question as posed above, for my own integrity and
the integrity of those I try to help in very awkward and dangerous
circumstances.
