Uh, no, we don't. I've never heard of this happening before and if some
store tried to pull it on me I'd walk out and probably file a complaint
with the Better Business Bureau if not the DA.

You've obviously never been there the morning after a snowfall when
everyone's trying to buy those 20 lb bags of salt - and inevitably
there's either a till outage or they run out of salt. And we're in a
fairly hilly area so the ROADS are clear since the municipal work
crews brine the roads when snow is forecasted but the plows always
plow whatever snow falls to block driveways and sidewalks.

My son once spent an hour outside shovelling the sidewalk in -10 only
to have the plow come by and shovel all the snow from the road gutters
.... back onto the sidewalk.

He swore he would never shovel snow anywhere for us except our
driveway and until the day he moved out never did...

No, I've been smart enough not to live in an area where one needs to
buy those 20 lb bags of salt regularly. ;) We have had only a couple
of times over the past few decades where a bag of salt might have been
a good thing to have. Otherwise the only people using such bags of
salt are businesses who put out some salt to prevent the sidewalks
from icing up (and the potential law suit.)

What is this thing you call a snow plow? Is it used for making snow

Yeah, I can still remember being a little kid all bundled up just so I
could walk down the block to my school. Though I also remember
sledding down the hill at the local community college. This was all in
Champagne , Illinois many years ago. If you don't have to get out and
about in the snow it can be fun but otherwise it's not for me. Though
I will say they do a good job of keeping the roads clear as I had to
go back up there one winter for work to Elgin, Ill, and the roads were
clear of all the snow and ice.

We don't often get a big snow, but the last time we did I had our
driveway and walkway cleared within a couple of hours. I came out a
little while later to find that the county had plowed all the snow in
our court into our driveway. The plow guy (who knew exactly what he
was doing) was still there, so I attacked his vehicle with my shovel.
I got in a couple of good hits before he fled.

I hope they have a good harvest this winter. It should help out with
the drought they've been having out west.

One thing I forgot to mention in my previous posting was that after my
son did his duty - and really did do a good job - that plow came and
undid his efforts no more than 5-10 minutes after he came inside, just
gotten his wet gear off and was starting to drink the hot chocolate my
wife had prepared for him.

So that will help areas that get snow and have reservoirs to store rain.

Nope. My county relies entirely on reservoirs inside the county. The
water authority has an agreement with a neighboring county for some
water from their major river during droughts but you can imagine how
well that works.

Anywhere in the southern portions of the USA would be fine. Basically
try and hug the southern border because if you get into Tennessee or
Kentucky you will run into snow. Nothing like our northern states but
enough that it can be an issue. But
Georgia/Alabama/Louisiana/Mississippi/southern

Ironically enough I once saw snow in a shady area in the mountain pass
on the highway from LA to Palm Springs - on the Saturday between Good
Friday and Easter - though I do take your point.

Obviously pretty much anywhere can under exceptional cases have snow -
Hong Kong once did though the recorded temperature that day was 1C
(about 33-34F) and that's a lot further south than anywhere in the US
even Hawaii.

But no question the odds against snow are much better in the places
you cite. (Haven't seen all that much of the Deep South but have seen
NC, GA and FL - and driven the highway from Orlando to Miami)
