If you paid a "Set Up fee", then you've been scammed.
Eternal-September.org is completely free - I'm using it right now and
have never paid anything. It does require user registration, but no
payment is needed. You can donate to them via PayPal, but only if you
want to.

The Germany-based server news.individual.net used to have a €5 annual fee.
It was operated by a university as a public service iirc.

Eternal September is free, and can be used with PC, Mac, iOS and Android
news clients for a dedicated Usenet service. I use Thunderbird on PC and
NewsTap on my iPhone. Haven’t set one up on my Android tablet but did check
and would probably use NZB Leech if I did.
