Since we _now_ know that you really mean Gallifreyan "painting by
computer", I can finally answer your question.

The only example of a Gallifreyan painting we've seen is the one
in The Five Doctors. That was a realistic picture that seemed to
have been painted from life. So, no, I suspect they _don't_ "do art
similarly."

(BTW I could've answered your question sooner if you had actually
asked the right question in the first place, instead of all this rubbish
about robots.)
