That is a rectifiable situation. But I don't believe it will be any time soon, so many lives will continue to be seriously impacted.

While I thought I was never particularly fearful of crime when I lived
in the UK, I have surprised myself by how much I enjoy the complete
lack of such worries in my new environment. I make a point of not
locking my car, just because I can, and haven't used a lock on a
bicycle since I got here

The island house I was born in had no door locks.
The only lock in my home near JoG was on the bathroom door.
(TBF things were changing as more English moved in... :o)

I could leave the keys in a 911 in Holywood. Car theft and the like were in a 3 step program to kneecapping way back then.

Assuming the pensioners are on a pension and not working, then NI would
not be extracted.

Then someone has to decide what is affluent and what is not. Back to
means testing? And then those that have money, will pay someone to help
avoid the taxes. So it will be back on the ones who can;t afford it all
in the 1st place.

Well I don't go quite that far, although TBF I never lock any of the
apartments, even when we're away, but apparently someone did have a
bicycle stolen from a communal garage in the village earlier this
summer, so I did start locking the garage when we had a set of guests
with something like 50 grand's worth of downhill mountain bikes
between them.

There are limits, after all.

But talking of locking cars, another defining Swiss moment for me in
my first year here was when I saw a car parked near the office in
Basel whose driver had left the keys in the car door. This was first
thing in the morning. When I left at 5-ish that afternoon, the car and
its keys were still there untouched.

Legalise and tax. That should raise significant revenue, control the
purity of drugs, and cut the reasons for petty crime. Would need a
decent swab test to check for driving under the influence.
