No, there was grain in storage but that was locked up as they were earmarked for war efforts abroad.
Those were the grains from the earlier year which were blocked.
With the drought on, no food grown, no supplies from elsewhere, people died in their milliions.
It was a great tragedy to which my father and grandmother and all elderly people I knew were direct witnesses. Simply terrible.

Had Indians been in charge there would have been no tragedy.

Some face saving measures may have been thought about by the war cabinet following new reports, but really the situation was improved from food coming from other parts of India.
Indian historians have covered this recent tragedy comprehensively.
Basically nothing much to it for complexity - the food from the earlier harvest was blocked and there was delay in getting supplies. All because of British rule, and the world war.
As a result of this tragedy, the top priority of the independent Indian govt. after the partition turmoil was famine relief. As a result that Bengal tragedy has never been repeated. One undisputed good result of independence, along with Indians not going off to help the British in their wars by funding and manpower.

True, Indians became very poor because of the rapacious East India Company, a robber capitalist outfit that lasted till 1858 after which the Crown took control. They grew opium in India and sold it to China, among other misdeeds.
However the British elites learnt some things from the Indian elites, so became more civilised in the 20th century, and good things from the West did come to India.
There were many excellent British officers, in the 20th century, who set high standards.
Famine relief was one of the good efforts. It does not work when executive orders from high stop distribution.

Such is the wonder of engineering, and related aspects of same.

Laws of economics, supply and demand. Happens for anything.
The point was that supply was not there as the local stocks were locked up for external use.
Had there been the usual supply (as is the case in free India, and even in pre-Churchill British Raj) there would have been nothing of that kind. The food would have been rationed, or given away. There was in this case nothing to ration.
My grandmother says how starving people would beg not for rice, but rice starch. She would give away what she could. Some sights were dreadful to behold. People died in the streets while the Europeans feasted in restaurants.. Those photos may be still around. The rise of Communism is partly due to such evidence. The problem is that this one dire incident has blackened the record of the British Raj, so where respect is due to them, it is not given.

Churchill was a politician, who often staged his feelings, in this
case about Indians. He also often claimed such feelings about
Australians, Canadians, Americans, when things were not going to his
liking.

Churchill did put two sorely needed ships to send wheat to India,
through hostile waters, in WWII, so Churchill did what he was able to,
to help India. This wheat stopped the famine and had nothing to do
with India, it was humanitarian aid freely, given at great risk to

There was no shortage of food for the ruling Europeans in India.
If you read Collins and Lapierre's book "Freedom at Midnight" you will find that Edwina Mountbatten got roast chicken when she asked for food for her dog.
She ate it, as there had been shortages in England.
The poor peasants of Bengal died as there was no food to be had for them for months. The British Raj indeed had created a famine relief program but that did not work as the foodstocks were targeted for dispatch to feed WW2 troops, so there was a sudden great shortage when the drought hit hard.

Some face saving measures were there, from the publicity in the press, so the war cabinet took some decisions which were too late.
The Bengalis were saved by food coming from other parts of India. Which thanks to mismanagement was delayed.
You can think whatever you like to please yourself.

Be happy. It was not *your* fault.
When you try to show that Indians do not know what they are talking about you make yourself ridiculous. The reasons for the Bengal famine are well known, as they are so recent.

There was callousness from the Raj, bungling and profiteering too; and also true that after independence such bad things did not happen any more. They should not have happened then, had they stuck to existing policy for famine relief which had worked well for four decades. In fact, it was the pride of the Raj, to stop famines that had plagued the population for centuries.

In the 19th century there had been very many famines, very many deaths, from East India company rule and the early British Raj. Indian National Congress urged the Raj to take measures to combat famine, and they did take effective measures.

The best reason for independence, no doubt. Some fat thug, somewhere abroad, cannot control your destiny by making you starve to death by issuing commands to lock up the stored rice.
Plenty of nations got independence thanks to this example.
That shows how even the likes of Churchill have their uses.

To repeat:

Anyway, the Bengal famine is hardly mentioned. It is nothing like what the Holocaust is for the Jews. Far worse things happened to Bengal. Like the partition, causing heavy riots and displacements. The effects last to this day. Bengal has never recovered from the partition, and is nothing like its former state - like pre 1943. Still, on the population front things are all right. Lot more people, especially in Bangladesh, and all are fed by local effort.
