Chinese cameras attached to public service networks most definitely have been trying to phone home to China for instructions, since at least decade ago.
Meanwhile, just about all government departments have copied their core business into the Microsoft Cloud, into which the Chinese have easy access.
I have no idea who is signing off on these decisions, but I am absolutely certain that their recruitment descends fairly directly from the hiring practices entrenched by 'Doc' Evatt and his chum John Burton, and enthusiastically promoted by the DFAT.

Has anybody actually checked whether they are actually doing anything
nefarious or is it just a knee-jerk reaction. It shouldn't be beyond the
government's ability to see whether they are sending information and
where. At least I hope that it isn't beyond them because that would be a

Anyhow, I am all for creating new jobs for IT experts. But I certainly

I guess the cameras could have the spying capability externally
triggered so that even if they're working properly now, the Chinese
might be able to get control of them later. If they're really brave
then they could even build in something like a hidden mobile
broadband modem and send the video using that so that it doesn't
show up on the building's network at all (these security cameras
shouldn't be allowed to talk to the internet directly anyway). Then
the Chinese would really be in the bad books if someone pulled one
apart and found the hardware for that, but it could probably be
easily hidden from casual observation.

The actual reason that these cameras are a concern seems to just be
because in the USA the government banned this camera company from
selling their products there legally, by not allowing their
products FCC certification. The yanks don't seem to have said
publicly why they did that, but this seems this is a case of
"monkey see, monkey should have done".

But, as Noel pointed out, the Chinese OEM most stuff and the
companies who slap their brand on it don't know whether they really
used their firmware file, or substituted another one that works the
same but also contains spyware.

As you say, easy enough to prevent them from communicating elsewhere,
just by putting them on a secure network with no access to the internet.
It would seem a much simpler and cheaper solution than ripping the whole
lot out and replacing them with more cameras that may be just as bad.

The government has never had a clue about this. Back in the 70s, I used
to have to go to the taxation computer room regularly. The security was
good, there was just an anonymous door in the basement of the Treasury
Building with a bell push. The door would be opened admitting you to an
airlock, where you could be observed before the inner door was opened.
There was no reason that a visitor would think that there was anything
interesting behind that door, So what did they do? They stuck a CCTV
camera on the wall looking at the door making it obvious that there was
something interesting there. Where was the camera monitored? At the
police guard post just inside the main entrance, probably the most
insecure spot in the whole building.
