And its state broadcaster is a member of the EBU, along with
broadcasters in Africa, Australia, USA..... it's not controversial, so
even Wikipedia is OK for information about the EBU.

I think it's more that a bandwidth of about 5MHz (5.5MHz for PAL) was
practical on UHF, assume 25 frames/sec, Kell Factor for interlaced
raster, it worked out to about 620 and it needed to be odd.

Nothing was digitised when this decision was made, and there's no
tradition of using octal in TV, that came mostly from minicomputers.
