For teams it's between Ferrari and Alpine. Ferrari still hasn't recovered from having their engine DQ. And what is Apine (aka Renault) doing? They run around with the mid pack customer teams even though they build the power unit, build the car and have decent drivers. Once again the award for disappointing team goes to Ferrari because, well, it's Ferrari. Maybe to 2022 rule changes will give a spark to one or both.

Haas announced before the season started that they would forego
development of the 2021 car in order to concentrate limited resources on
2022. As a result one should have expected the performance profile, and
not been disappointed.

From 6th in 2020 to 3rd in 2021 should be a disappointment only to
Ferrari fanatics.

Racing Point / Alfa Romeo fell from should-have-been-3rd to 7th, with
fewer than half the penalty-adjusted 2020 point total. Clearly the
"winner."

That's true...but at the same time while the car wasn't being developed,
there should have been some kind of improvement, however small, because
the two drivers were maturing as the season progressed.

Against which is the consideration that the other teams *were* pursuing
development during the season, which should have led to progressively
poorer results for Haas. Holding their own over the course of the
season would then by itself indicate driver improvement.

Since they were never race-competitive the only sensible place to look
would be in the percentage gap in qualifying time between the fastest
time (or the mean time) and the Haas times over the course of the
season. I have neither the time nor the interest to do this - but feel
free.

For drivers it's between Bottas and Perez. How can it be between the number three and number four in the points? The number two driver has a couple jobs; of course to score as many points as available, but also to support the lead driver with pit strategy.

Perez had the valid excuse at the start of the season of being in a new team and car. He seemed to be getting better during the first half of the season, the second half he didn't seem to improve at all. And he was seldom a factor in Mercs pitstop calculations. Bottas was up one race and down the next. When he got stuck back in the pack he seemed incapable of passing slower cars (compare that to Hamilton).

Have to give it to Bottas, and Merc clearly agree as they canned him. Will be interesting to see what he does in his new ride.

His performance wasn't much changed from previous years, so hardly a
disappointment.

and making his way forward through traffic hasn't revealed itself as a

I had always liked Bottas and thought he had never got the chance to
really show his true ability so I was pleased for him when he got his
chance with Mercedes. He turned out a big disappointment; he is a good
diver but clearly second division, nowhere near the same league as
divers like Hamilton, Verstappen, Vettel, Alonso, Räikkönen.

Like many other good drivers, he can do it *some* of the time; to be
