The name of what you refer to as Russia was "the Union of Soviet
Socialist Republics", the USSR.

But, perhaps more to the point, is someone living on the government
dole, referred to as "Social Security" in the U.S., in a position to
complain about socialism?

The Federal Budget is divided into Mandatory spending, more than 65%
of the Budget, that pays for mandated benefits such as Social
Security, Medicare, and Medicaid. such as Social Security, Medicare,
and Medicaid.

The remaining ~35% is termed Discretionary spending and pays for
everything else. It will be $1.688 trillion

The only Constitutionally mandated expense is defense.

Calling 'discretionary' expenses 'mandatory' is useful in
political terms but not actually true.

I believe that the actual wording of the Constitution is
"The Congress shall have Power To lay and collect Taxes, Duties,
Imposts and Excises, to pay the Debts and provide for the common
Defence and general Welfare of the United States; but all Duties,
Imposts and Excises shall be uniform throughout the United State"

Note the words "general Welfare".

and it also says
"To make all Laws which shall be necessary and proper for carrying
into Execution the foregoing Powers, and all other Powers vested by
this Constitution in the Government of the United States, or in any
Department or Officer thereof."

Well, think of this - both partied voted for SS during the last days of FDR.. So I would expect all of them to support social security rather than be blamed for its failure.

Given that something like, as of 2019, 40% of the U.S. government debt
is held by entities outside to the U.S. it is likely that all the U.S.
has to do is miss an interest payment. As I believe Greece did.
