foreigner to buy stock in Mainland Chinese companies but I read that
as of 2018:

But reality seems to be that manufacturing was licensed, by the patent
holder, to a small company, UniEnergy Technologies, who was unable to
finance the project and apparently eventually sold off manufacturing
rights to a Chinese company.

Hardly a unique happening.

But is it a Chinese company? It seems to be is incorporated in the
Cayman Islands but doing business in China.

The company I worked for in Indonesia "owned" a Hong Kong company,
incorporated in Hong Kong, at the time still British, but doing
business in other countries and, at least for tax purposes, it was
viewed as a Hong Kong company.
They also "owned" a company incorporated in Delaware (I think it was)
which did some business in Indonesia and was considered a U.S. company
for tax purposes.

Russell is such an ass that the entire world outside of Biden's directors seems foreign to him. of United States Department of Energy national laboratories, managed
by the Department of Energy's (DOE) Office of Science. and thus isn't,
