Firstly, a huge, huge thank you to Juan B for finding the 1974 documentation. A great find that leaves us with just the 4 matches from 1970 to confirm.

Secondly, regarding Laura's question:

From 1930 to 1998 - teams named a squad of up to 22 players
From 2002 to the present day - teams named a squad of up to 23 players, 3 of which had to be goalkeepers. For each match, teams were allowed to name a starting 11 and 12 named substitutes - so the full squad was available for each match (except in the cases of suspensions for red cards, etc). For Euro 2020, to lessen the impact of the COVID pandemic on teams, UEFA allowed squads of 26 players, but only 23 could still be named in the match day squad (11 starters and 12 substitutes), and I assume, if FIFA extend the number of squad places available then they will follow a similar pattern.

Thankfully, the FIFA match reports do actually list the substitute players available for all matches in these World Cups.

Does it mean that for 94 and 98 only five players were allowed to sit on the bench as subs?

Additional question: When the amount of substitutes was increased from 5 to 11 and then 12 who could sit on the bench, only those players who had been red-carded, accumulated two yellow-cards, were injured or unavailable (like Maradona in 94) were barred from sitting on the subs bench. I have found useful info for 2002-2018 in the Fifa official reports. Do you guys know where we can find those lists for the 94 and 98 WCs?

No. For the 1994 and 1998 editions, squads were made up of 22 players. 11 of them started and the rest were available as substitutes (excluding those serving suspensions). Since 2002 each squad is made up of 23 players all of which are available as a starter or a sub (again excluding suspended players) - so that would have been 12 unused substitutes.

The 1994 and 1998 editions would have to be worked out. I've found the information on the website https://millingsteins.com/ to be very useful as it mentions whether a red carded player was suspended for multiple games during these editions.

I'm not sure who could physically sit on the bench or not.

I am unable to find the official list of substitutes for every single match at WC 1994 and WC 1998.

Ricardo Rocha (Brasil) and Leonardo (Brasil) at WC 1994. Rocha played the first match since the beginning and got injured, unable to play for the rest of the tournament. According to many sources, he was key to win the tournament, a very helpful player out of the field and, despite he was not physically ready to play, he was in the bench at the WC final. Leonardo received the red card against USA in 1/8 finals + a 4 match-banned. Your details match mine for 1994 - nice to be in sync. I agree in that I don't think there was anything in the regulations stopping 'banned' players from physically sitting on the bench, but, obviously they weren't allowed to be used as a substitute. Like you, I include 'injured' players as substitutes as well as there was nothing to stop them from being used as a substitute - it's just 'why would you? they're injured!'

The Basler one is an interesting 'grey' area in that, according to the competition rules there was nothing stopping him being a substitute as he wasn't suspended, it's just that, if he was flying at the time, he couldn't physically be on the bench and be 'physically' used as a substitute.

This would all be sorted out if FIFA would spend, what is I'm sure, a very little amount of time getting their pre-2002 reports correct!

If we're going there, then Franco Baresi was (probably) not available for call-up for any of the Italy matches in WC1994 between the 3rd group stage match against Mexico and the final. He tore his meniscus in the second match against Norway, had surgery, then went through rehab and came back after only 25 days to play the final against Brazil.

My recollection was that he had flown back to Italy for surgery and rehab, and then returned to the US for the final, but it's also possible that he was with the team. I haven't been able to find confirmation either way.

I forgot to mention in the previous post about Franco Baresi (thanks, Futbolmetrix) and 2 other players.

Baresi (ITA): I found during my research exactly what you found. Baresi got injured against NOR, lost the following matches and came back ready to play the final. In the meanwhile, I read that he flew to Italy to recover and rehab from his injury. When exactly flew to Italy? When exactly flew back to USA? Maybe he was in time to be in the bench in the match ITA-BUL (semifinals) for example? Don't know.

Alkorta (ESP): Got injured in the match against GER (although completed the 90 min). Couldn't play against BOL due to injury and spent this match on the bench. Played in 1/8 finals against SWI. Left the country only when ESP was beaten by ITA.

Johannes De Wolf (HOL): interesting case. Injured in the last training session (on 19.06) before the match against SAR. The first info: he would loose the rest of the tournament. According to Spanish media in that very moment, HOL team was allowed and still in time to replace De Wolf for another player. Advocaat decided to keep him in the list because 'prefer to keep 21 available players instead to add a new one in the limit'. The media informed that De Wolf was flying to HOL on 20.06. To my amaze... De Wolf recovered from his injury and was available for the match HOL-BRA (he was in USA in the moment). No info from the Spanish media about De Wolf's recovering process in the meantime. When did he fly back? Maybe he was in time to be in the bench in the match IRL-HOL (1/8 finals) for example? Similar case to Baresi..

It says in the latter article that he's going to be a 'spectator' for the game against
Ireland, and that Advocaat and de Wolf agreed on not adding him to the squad for
that match in order to avoid 'unrest' (onrust).

It also says that while de Wolf assures he's '100% fit', the Dutch team doctor Kessel
calls it 'wishful thinking' and even rules out the possibility that he could be available for
the final.

Who knows, the Netherlands' quarterfinal exit against Brazil might have prevented
a bust-up there...

Just thought I'd say thanks for making me aware of footballia.net. So far, since becoming aware of it through this thread, I've watched:

And I guess it was the same in the other matches too. Ricardo Rocha was one
of the leaders of the squad, captain at his club team and widely respected
and well-liked by his teammates. He was also important in keeping Romario
in check over the tournament too.

Indeed. I only realized he was on the bench in the final a few years later,
when watching again the shootout and the celebrations, as the players piled
up over Taffarel in the post-match pitch invasion. With hindsight, it was

miserably (found information for a grand total of 0 matches), so again I take my

Yes, I got the same issue (which I forgot to mention) and like you managed to find the information through the French links, although I had forgotten to update my records to show Shahroudi [16] as being on the bench for the final group game for Iran (I wonder if he was suspended for the first two games).

I have also found some suggestions from archived British newspapers, with regards to the 1994 competition that the following may not have been named substitutes:

Switzerland v United States: Rueda [18] - was this possibly an initial suspension?

Brazil v United States: Paulo Sergio [18]

Russia v Brazil: Beschastnykh [11] - was this possibly an initial suspension?
