Yes. Both marine and cellular used FM modulation. The difference
(besides the frequency, power output, channel hopping, etc) was that
cellular allowed the cell site to control the handset offering such
features as selective calling (ringing the phone). Think of cellular
as a marine radio with plenty of control features added on.

Totally different frequencies, power output, automation, and
performance specs. It's really difficult to provide the number of
channels available for marine and cellular. For marine, there are 88
channels but each country has their own channel allocations. Cellular
is really a mess, with different organizations by country, cellular
provider, modulation method, data specs, etc. Newer phones offer more
frequencies, channels, and features. Meanwhile, marine radio has
turned some of the existing channels into specialized channels
(paging, weather, automation, etc) but little other changes.
Meanwhile, cellular upgrades to the latest generation technology. It's
really hard to compare marine and cellular (almost like apples and
oranges).

I did a few FCC certifications on intentional radiators for bodyworn applications about 15 years ago, mostly police band 150 to 175 MHz analog FM, but one application was a 2.4 GHz spread spectrum digital video bodyworn camera. One thing a lot of people aren't aware of are the SAR requirements for hand-held/bodyworn devices, which vary by frequency.
