So what does ATF mean? are these people that sit around in dens and abuse alcohol and tobacco?

Yes the ATF abuses alcohol and tobacco ,they pile them in a corner and water board them and burn them with hot cigarettes and beat them with a cat o nine tails, it's horrible and disgusting.

Reminds me of pictures from Prohibition days showing ATF pouring barrels of
booze into the storm drain.
What it did not show were the guys inside the storm drain collecting it as it
drained in.
