When and where was this?

For a time there was no petrol to be had.

There were tanker driver strikes and petrol shortages in roughly the mid
70's in Victoria.

We were

I know there were petrol shortages but I find it difficult to believe
people were that desperate that they would risk severe engine damage by
putting what you describe in their fuel tanks, I would also struggle to
believe that an engine would even run on that mixture.
Kerosene maybe as that was used as fuel for tractors after starting on
petrol but turps?

members who control the Vic Govt.

There was a guy in my apprenticeship scheme who ran a pre-WWII Daimler
on TVO (tractor vapourising oil a crude form of kerosene), he just gave
it a squirt of petrol to get it started. It was illegal as there was no
duty paid on it, he knew a farmer who sold it to him on the sly.

**Agreed. Japan has a stunning public transport system. I recall
standing in a queue, waiting to board the Shinkansen. We boarded the
train and sat down. The train began to move and I said to my girlfriend:

"HA! The train is 30 seconds late. So much for this legendary Japanese
efficiency."

She replied:

"I bet your watch is wrong."

Dammit. She was right. The Shinkansen left the platform to the second.
The whole rail system for a non-Japanese speaker, was actually easier to
navigate than the Sydney system. This was in 1988, when there was very
little in the way of English signage.

Singapore's trains are excellent, cleanest stations and trains I've ever
seen.

When I was a student at a country high school one of the kids in the
class, who lived out of town, always drove to school in a 1928 Buick
running on power kero (a 16 y.o. could get a licence in those days).
It was illegal and you could smell him coming well before he got to
school if the wind was in the right direction but no one ever bothered
to stop him, probably because the Customs Dept handled fuel excise in
those days (nowadays it's the ATO). Cops couldn't care less.

That particular car was ideally suited for kero as, aside from its low
compression ratio, it also had had a carby heater and only needed a
few minutes on petrol before switching over. Performance and
drivability were much the same

(Power kero was taken off the market around the mid 70's since most
farm tractors were diesel by then, prior to which anyone could buy it
but it was only available in drums).
